Overview
For inspections that require a specific qualification, connect the Schedule to the relevant Competency. Then choose whether the mobile app should block Users who do not hold it, or allow an exception that requires validation.

💡 Why this matters: An explicit start restriction makes the chosen qualification rule part of the inspection workflow.
Before you start
Confirm the qualification your procedure actually requires and how people earn it. A User Group describes membership; a Certification records that a User holds a Competency. Assigning someone to the Schedule does not award the qualification.
Walkthrough
1. Check the qualification record
In Competencies › Certifications, find a representative User and the required Competency. Check expiration and the evidence supporting the award. Arrange training or an authorized manual Certification if needed; see Certification records.
2. Set the required Competency
Open the specialist inspection’s Schedule and add the intended Required Competencies under Compliance. Check that every selected requirement belongs to this work, rather than copying unrelated qualifications from another Schedule.
3. Choose the start restriction
Enable Restrict access based on required competencies when your procedure requires a block. With it off, the mobile app warns about missing Competencies but allows Start anyway, and marks the Result as requiring validation.
4. Set review responsibility
Confirm Reviewers and the intended Result visibility under Who?. Save, then test with a qualified User and a User without the requirement in a controlled setup. The unqualified User may still see the Checklist; the restriction applies when they try to start it.
Check the outcome
Recheck this setup before qualification expiry or staffing changes. Mobaro does not send advance expiry reminders, so maintain a review routine using Certification expiry monitoring. This Schedule setting does not configure RideOps Operator or Attendant position requirements.
Best practices
Test the blocked and permitted paths.
Use the qualification named in the approved procedure.
Review Schedule restrictions separately from RideOps staffing requirements.
Frequently asked questions
Why can an unqualified User still see the Checklist?
Required Competencies are checked when they start it. Visibility alone does not mean they can complete the restricted work.
Can they continue after the warning?
Yes, when Restrict access based on required competencies is off. Start anyway is then available and the Result requires validation.
Does adding a User Group give everyone the Competency?
No. Group membership and Certification are separate. Each person must hold a valid Certification for the required Competency.
